PJing is an incredibly frustrating and pathetic thing to do, however it's not against the rules. I've asked several moderators, it's completely legal.

It would be simple enough to just add a precaution where you could not attack a player who was in combat in the last 5 seconds, for example. It would completely eliminate PJing.

Amazing update, most of my offences were removed, and I'm able to re-appeal the others. Very happy.

Don't like it already. It's not really the BH system I don't like, it's pking at my combat level, I guess.
