Hmm... Have you entertained the idea of making the clan warfare section a non-reply forum? Leader ranks post the topic they make and if there is clear flame on it then you can deal with it however you please. Since the last guy to post his or her thread will have the final bump, we can come up with a new way of showcasing clan topics. The only real flaw i can see with this system is that site activity might die down a bit (not sure if you give a ****). other ideas- since site users wont be able to troll/hate/flame/rage on topics anymore, you could adopt a like/hate or thumbs up/down feature to the topics clans make. Not really sure, just thought id throw an idea at you before i dive back into my research paper.
