I don't think clans are willing to hold 1v1 tournaments all year in a controlled environment (PCL), especially if wildy comes back and theres a much wider range of pvp to use. Moreover, pure clan rankings change on a weekly basis due to variation in pulls and clan relations so a static ladder would be inaccurate on any extended period of time.
