I just think that if someone was given proof of what they did wrong, they'd try and get a way around it. If they wasn't given proof, they'd be careful about there actions. But suppose it's a good idea, in some ways.

But every admin can see the controls of others, I doubt they are all abusing, and would speak to someone about it.
