The thing is, if we take action on spam, we get complaints of being too strict and being tyrants. We let some stuff slide, and we get complaints of being biased towards the spammers...

 

Post requirement in order to create topics is a decent idea.

A way to filter out the spam bots, would be to hook up the registration script with a spam detection website, basically it will check the IP to see if it's been listed as spam, if it has the registration will fail.
