Run the emulator, and a file explorer will pop up, navigate to the ROM and select it. The emulator will then run, in the menu click Utilities -> Cheats -> Add new

Double click them in the cheats window so that the box is checked, then click ok.

 

Then go to File -> Reset Cartridge and there you go :thumbsup:

I'm pretty sure the ROM I linked you to was the English version, as it was the last one I downloaded, and the last one I downloaded is English for me.

Seems difficult, I just got the Emulator "DeSmuME" and some downloads to Pokemon black/white files and they worked perfectly. No xp glitch or anything, full english version ;o
