If you banned all clans that did something bad (ddos'd, hacked, phished..etc) to another clan, EVERY clan would be banned tbh lol. Proving that kind of stuff can get messy too..mods would be all over the place collecting evidence and stories and trying to be fair/just. I do like the concept of the forums being only for mature clans that wanna have fun, but...PW needs to be fair to everyone...mature/immature people alike.
