Really depends on which browser you use.

 

Download CCleaner and use the default settings.

 

Download SystemCare 4 and scan your whole computer.

 

Use your anti virus and remove all spyware, malware.

I have my own internet and I live in Michgian. I get 150 kb/s even on my desktop computer. :l
